Marine heat has emerged as one of the most acute and visible symptoms of accelerating climate change. Ocean temperatures set successive records in recent years, bleaching coral reefs, disrupting fish migration patterns, and fueling more intense tropical storms. Advocates argue that past climate summits have treated ocean protection as secondary to emissions reduction targets, leaving marine environments without the dedicated policy frameworks they require.
